“Generally, if a parent/guardian or tutor creates the curriculum, provides instruction, assesses the coursework or awards grades and credit, the student is considered to be homeschooled. Learning at home is not necessarily the same as being homeschooled. Because of ongoing growth in online and virtual education, a student may be able to learn at home through an online school with online teachers, which would not be considered a parent/guardian-directed tutor.”
